if you have a party of 6 but you are staying in 2 different rooms do you have to pay the gratity of 18% on the deluxe dining plan per bill or just leave what tip you desire?

Yes you do. If you have six at the table, you're subject to the automatic gratuity, no matter where they are all staying. The only way to avoid it is to sit at different tables with different servers.
