disney dining plan ,HELP

ok guys and gals, need some help .
i am coming to Disney next July staying at POFQ, i am traveling with Virgin from the U.K ,and emailed them about adding the dining plan, but they say they don`t do it ,and i would have to arrange it when i arrive at the resort, but have been told that this has to be arranged before departure from the U.K.
does anyone know if it can be arranged when i arrive or who to contact about arranging it

If Virgin doesn't offer the dining program, then you really need to get a definitive answer, directly from Disney (and I would recommend getting it in writing from Disney, so there is a smaller chance of any suprises when you check-in), about whether you can add it on when you arrive. My experience is that promotions like that often cannot be added on, even though you'd be paying extra for it.
