If my sister has a disney club membership, can she make the reservations/package plan resv. for me? even though she is not going? Or does the member have to be present during checkin?

I think that the member/card has to be present at check in.
At least that's how it worked for us.
I don't know how her card reads, but ours says our last name and household, so if you have the same name, you might be able to get away with it, but I wouldn't count on it!!

I had misread the question as asking about Disney Vacation Club. Disney Club reservation requires card member or someone in family with the card to check in. Use of the card is limited to "immediate" family.
 
you will not be able to check-in without your sister being there.you have to have the same last name and the same address to be able to use the DC card.

I did not use the same address as my disney club card on my reservations, yet we were able to use it for the discount when we checked-in. They also let my mother (who is part of my 'household' as I do live there about 4 months out of the year) use my card, even though she has a different last name than I do and I was not present when she checked-in. She is my immediate family however, so that may make a difference, but neither time did they check to see if the names or addresses matched.
