if we stay off site , can we park at DTD and ride the disney transportation bus to the parks ?
 
If you're planning on doing that just to save a coupla bucks, I still recommend the park parking lots. It will save you the headache of transfering and the possibility of not being allowed on the busses. Not to mention that Disney Resort Guests are still paying for the service and shouldn't have to endure crowded busses because those who are staying offsite choose to use them for their own purposes.
 
They way I understood it in February when I was there, anyone with a 4 day (or more) hopper pass was allowed to use Disney buses? Did this change?
 

Anyone with a hopper pass or annual pass may use Disney buses. However the ride from Downtown Disney to the theme parks is circuitous, you have to make a connection or in the case of the Magic Kingdom, land at the MK lot (Transp. & Ticket ctr) and take the ferry or monorail like all those folks who drove directly there.

You can use the Buses even the ones to the Disney Resorts, But if you park at Downtown Disney keep in Mind it can take up to an Hour to get to where you want to go depending on the Park that you want to visit.

Most of the time you have to ride the Bus to TTC then
Switch to a Monorail or another Bus, then when its time
to Return you have to ride it back again, also the Downtown Disney Routes To/From always are the Busiest of all Routes at Downtown Disney.

There are ways of getting around Disney, but it will take awhile to learn the System.
