A couple questions concerning disounts:

1) How do you get discounts from DW site? Are they sent right to you?
2) Are they available if you're in Canada? Or only for US residents?
3) How far in advance from trip date are they posted/sent? On the DW website, it seems like they have a few, but they only exist for trips up until March. We are planning for October, but not sure I want to wait to see until the summer to see if anything comes up. And if we don't have a trip confirmed, then how can I go ahead and start booking atractions (e.g. character dinners, Bibbity Bobbity boutique, etc)?
4) What is the best kind of discount e.g. free dining? save 20%?

1) No. Disney isn't the greatest about notification either. The best way to find them is to monitor an unofficial website (like this one).

2) Those available for US residents are typically available for Canadians. Might be some that are not. On occasion they have discounts that are specifically for residents of Canada.

3) As far as I know, you would be one of the exceptions to the rule if Disney did send you, personally, anything notifying you of discounts. Sometimes they do send e-mail or mailings, or do television ads. You can also see what is offered on their website. For October promotions you probably will have to wait until summer, but you can apply a discount retroactively if you are eligible for it and you call and ask for it to be added (can't do it online).
Anyone can book any of the things you listed at 180 days out whether they have a resort reservation or not.

4) Totally depends on how many guests you have, how many adults, how many children, what level of resort you prefer to stay at, what type of discount is offered.

When I called DW she mentioned sometimes there are "household pin discounts". What exactly are these? From the last comment it sounds like they don't really send them out too often.

A cast member explained to me that the pin code is available to anyone in the household. Our pin codes always come to my mom since she used to own the home we live in but disney has both myself, my DH and my DM listed as household residents. Even when the pin is only offered to her, DH and I can use the pin because it's for our entire household.
