Discount for booking late?

On our cruise last summer we spoke to a couple who had been on a number of cruises. They always book late, < 60 days and get a discount. Has anyone else done this? Does it work? I would assume that if you're flexible with your travel dates it would be a good way to save some $$$.
 
Were they a Florida resident? The cruise lines will, at the last minute offer deals, usually advertising them locally at incredible prices, just to sell out the rooms if a particular cruise is not already sold out.
 
Many other cruiselines do offer amazing last minute deals, with Disney (excpet for military, florida res. and georgia res.) the opposite it true. The farther out you book the better the deal.
