Dining surcharge?

I was just reading about dining in the UG, and they mention that WDW has taken to adding a "dining surcharge" during summer and other busy times of the year. Can anyone confirm or correct this? We will be there the first two weeks of August, and I might need to adjust our plans if there is going to be extra fee added to every meal.

I think it's just in buffets. It's a couple dollar more.
