dining plan w/ Military discount?

does anyone know?
can I still purchase a dining plan (either regular or premium) if I purchase Parkhopper Tickets with a military discount? We are not staying in SoG.

The plan needs to be purchased as a package directly thru Disney with at least a 1 day base ticket.
