Dining Plan w/ FRSP?

I was just wondering if I am staying at a Disney resort, can I get the DDP if I have a FRSP?

I believe that you will have to buy at least a one day ticket for everyone in your party and turn your room only reservation into a package in order to buy any dining plan.
