Can one purchase the Disney Dining Plan with just counter service?

Yes. There is a quick-service dining plan (QSDP in the local lingo) that gives you 2 CS meals/night (drink + entree/combo + dessert) plus 2 snacks plus the resort mug. It's about $10/day less than the "basic" dining plan.

Yes, as long as it is part of a WDTC package. Ask for a Quick Service Dining Plan package.
