Dining plan for exchangers?

I tried to read through the many MANY pages of posts on the disney dining topic, but I finally gave up.

My question is, if you are an owner, but stay onsite via an exchange (through an exchange company), are you still eligible for the disney dining plan?

If you are staying at DVC via an exchange, you are eligible for the dining plan. I think you just call MS and ask for it. Of course, we do not qualify for the 'free' dining though.
