Dining plan and CS Entree Question

I have a CS question in regards to the dining plan. I know the plan covers either a combo meal or an entree as well as drink and dessert. If the CS place you are dining at does not offer a combo meal, then the plan would just cover your sandwich, dessert, and drink. If you wanted chips or fries you would have to pay OOP for that.

For example if I went to Casey's. As far as I remember they do not have combo meals. So the dining plan would cover the hot dog, brownie, and drink and I would have to pay for the fries. Is this correct?

There is an email from Disney in the "Back from Disneyworld, used the dining plan, had some problems" thread, on page 13 or 14. On counter service, this is the exerpt:

ONE (1) COUNTER SERVICE meal per night of your stay, which includes:
One (1) Entrée with side
One (1) Dessert
One (1) single serving Non alcoholic beverage
Or
Complete combo meal with dessert and non-alcoholic beverage
 
But unless they have recently changed the brochure, that isn't the way it's worded - sides aren't mentioned. I've read some reports that people have received the sides though.
 
When I was there on the dining plan 2 weeks ago, we got our own sides at the CSs because I didn't want fries. Here are examples of what we got for meals at the CS at our resort:

Entree: Grilled Chicken Breast Sandwhich with Bacon and Swiss
Side: Side Salad (it was huge- they pack a lot of lettuce in there!)
Beverage: Coke
Desert: Chocolate Cake

Entree: Personal Pizza
Side: bag of Cheetos
Beverage: Nestle Quick Chocolate Milk
Desert: Cookie

At the Sunshine place in Epcot, you could even get a side of Mac-n-Cheese.
You have to make sure and tell the CM at the ordering counter that you do not want the Combo, just the sandwhich or they assume you want the combo.
 

We got sides at ASMo food, we had intended to pay OOP but the CM corrected us and put the chips on the plan with our chicken Ceaser wraps and Ice Cream Sundae. That was what was nice about using it in the Food Court for Dessert we got those Huge Mickey Waffle Sundaes, so Yummy. And best of all they counted as dessert on the plan for CS.
