Dining plan, ADR, DDE -- HELP!!!!!!!!

I think I have some of this stuff figured out.

You have to be staying onsite to get the Dining plan.
You have to be a FL resident to get the DDE.
And you have to make ADR months in advance.

Am I correct? If so, is there any way for a non-FL resident, non-onsite guest to get reasonable deals on meals if we are going May 12 and haven't made ADR (surprise trip and didn't know about ADR).

The corrections.

1. Not only on property, but at a Disney Owned and Operated Resort. For example, SoG, Swolphin and Hotel Plaza Blvd hotels do not count.

2. FL Resident or have an AP.

3. Not have to, but it helps. You can still call and you may find what you want at the time you want, or you may find what you want available but at a different time. I have someimes, even in crowded times, made ADRs within 2 hours of showing up at the restaurant.
