Dining and staying offsite

HI guys...
Somebody asked me a question that I was unable to answer...
Can someone purchase a dining plan if they are staying off site as long as they buy multiday passes?

You must stay at a Disney-operated resort to be eligible for the dining plan. It's linked to your resort stay, not your park tickets.
