Digital Scrapbook Collage of 20+ pictures - how?

I have never digital scrapbooked but need to make a photo collage 8 1/2 x 11 for my sons school yearbook page. I have 20-30 pictures I would like to include. I am using Photoshop Elements. Is there a template I can use or how do I do this? If someone could please walk me through it I would be so grateful.

I would prefer a click and drag method that resizes for me but cannot seem to find a template for it. I was using one in snapfish that allows 20 pictures but it will not let me choose where to put them in the template. I can use a service like that or PS Elements if someone can help me. Thanks.
 
Here are 2 of my favorite multi-photo template designers (I've downloaded templates with 20 photos from each of them - for free):

After looking through their templates, downloading the template(s) you want and unzipping the files:

You upload the file to PSE. Switch the size to 8-1/2x11

Then you click on the layer where you want the photo, place your photo over that template, hit ctrl-alt-g and it will "lock" the photo to it. You can still tilt the photo, size it, etc until it's how you want it to look. Then start this paragraph over

Thank you for the links but I cannot find any templates with 20+ photos. Do you know which ones they are?
 

I like to place each image on it's own layer to get the most flexibility in sizing and placement. PSE works with layers and if the computer has enough memory that many layers should not be a problem although the file size may be large (some of mine are 500+ MB).

20-30 images may be a lot for a 8 x 10 area.
