Diagon Alley or Hogsmeade early admission

if both parks have early admission for resort guests which potter land is best to go to first?

I'd go to Universal side. If you don't have express passes, go to Minions first then Diagon Alley. The Minion line is just huge (and boring). I'd rather wait for Gringotts. If you get there in that early hour though you should be able to hit Minions and some of Diagon Alley before other people arrive.
The wait for Forbidden Journey has enough interesting stuff to see that a bit of a wait is actually better. Hogsmeade will get miserably crowded between about 11-5 so plan accordingly. The Dragon Challenge line never gets too bad though. Get the app so you can keep tabs on wait times.
