Dessert Party - Have to stay on property?

Hello!
I heard that if you're not have a DFTW but still want to have a dessert party (at EPCOT) through Disney Catered Events you are required to stay on property at one of the WDW resorts. Is this true?

They definitely asked not only ME where I was staying (I'm planning a dessert party for my parent's 40th anniversary), but where the others in my party were staying! Apparently it needs to be a majority?

That being said- I just told her. I wasn't lying, but she didn't ask me for confirmation numbers.
