The previous poster is correct - no appetizer means no appetizer. You can get the cheese served after your dinner. Try asking and see if your server will agree to serve you dessert first, but as the one strictly enforced rule in the DDP is no appetizers instead of desserts, you may not have much luck there. Depends on how big a stickler for rules you get as a server.
There are several reasons why they eliminated the appetizer course from the regular DDP, but one of them was to increase revenue by turning tables more quickly. Having a 3 course app-entree-dessert meal takes longer than just entree-dessert. If you have the cheese plate as an app, there is still the possibility that others in your group would have their dessert after the entree. You can ask, but be prepared to have the cheese plate after your entree.
Which restaurants have a cheese board as a dessert option? I'd be interested in that - my DH is diabetic, and sugar free desserts are not really something he enjoys.

According to the menus on Disney website, both Cali Grill and Narcoossee's have cheese boards on their dessert menus. Not sure about any other restaurants
