On the Disney Dream in April 2024.
Oceanview is Deck 9; Balcony is Deck 8.
Both are forward.
My debate is would a balcony be worth the $200 more?

So 8B on Deck 9 vs a 5B on Deck 8? You didn't say how many people are in your party. If those were my only 2 choices, I'd go with the Deck 8 balcony.

I'm an oceanview on deck 2 kind of person though.

Edit based on comment below: Oceanview. It it were just me and another adult, I don't really need a balcony. I'd rather go sit up in the adult's only areas.

2 adults.

I considered a Deck 2 Oceanview but we want to be higher up to be close to the adult areas on the top decks.
 
We prefer midship locations, so have always booked verandah staterooms, even on port-intensive cruises where we seldom use the verandah. Cat. 5B is our sweet spot.
 

Oceanview. I feel like verandahs are overrated on most itineraries (exception for Alaska)
 
For me, I'd take the Oceanview and spend the $200 elsewhere.

I've only had a verandah once and it was an upgrade because of Covid (my original room was used as part of the quarantine area). The only time we used the verandah was in the morning on port days. I would sit outside while the kiddo got ready for the day. It was nice, but not $200 nice.
 
I am a huge fan of the family oceanview. Even for two people the extra space is nice to have. I love the rain shower over the round tub as compared to the more narrow tub in the other rooms. I prefer to sit inside my air conditioned and private room and watch the ocean through the large porthole. I also love the forward location for easy access to the adult pool.
 
I'm sure everyone weighs an extra $200 differently, but for the cost of the overall trip I don't see it as a barrier to getting a verandah. It's really nice to have the view in the morning, at the docks of the different ports (especially Castaway Cay), and it extends the size of the room overall. Certainly you can find seating areas throughout the ship, but it's great to have your "own" seating area. Especially if you want to extend the bar hours with a starlit nightcap from your state room!
 
My question is Will you use it? I had a Verandah in September in the Bahamas and only opened the door a few times. It was hot. (April would probably be lovely). It was probably a minimum price difference; also on the Dream.

As it is, I barely use the room. Sleep, shower, dress. A very little time relaxing in the bed.

Sounds like you will spend your time in the adult areas?

And good for you - using the stairs!

When you ask about paying more for something, do what your instincts say.
