So I've recently flown Delta twice between Cincinnati and Tampa. Never had to wait for checked luggage (it was delivered before I could get to baggage claim). At the Cincinnati airport, there was a banner promoting Delta's Baggage Guarantee. I went to the link to see what it was...

We're committed to providing you with reliable and on-time baggage service every time you fly. That's why we're backing your bags with a guarantee: if your checked bag doesn't arrive at the carousel in 20 minutes or less after any domestic flight, you are eligible to receive 2,500 bonus miles. Just complete the below form no later than three days after your flight's arrival. Requests should only be submitted after your flight.

I thought that was pretty cool. Sure, money would be better, but the fact they're putting in a guarantee is pretty cool. Notice, there's no exception for weather (for those flying to MCO in the afternoon). :)
 
Wasn't aware of that either, but it is posted on their website, so apparently applies to all domestic flights.

Honestly, in the times I have flown, baggage usually shows up rather promptly after the plane lands. I assume their data shows this is more of a PR effort and they generally deliver in under 20 minutes or wouldn't be making that offer. I would assume if a bag gets lost, you can probably claim this as well.
 
I have, more than once, waited longer than 20 minutes, at MCO for luggage. I will be paying extra attention now LOL.
