December use year, want to book for December

Setting aside current restrictions, if I wanted to combine 3 years of points to book a December trip with a December use year contract, can I do so, and if yes, how and what time of year?

I have not used any 2021 points and do not plan on doing so in my 2021 year (Dec 2021-Nov 2022).

If I bank them by July 2022, then in Jan 2023 book a Dec 2023 stay, is that how I combine 2021 (banked), 2022, and 2023 (borrowed) points?

Your 2021 points (which come to you on 12/1/21, and would normally be usable 12/1/21 to 11/31/22) would be usable between 12/1/22 and 11/31/23 if banked. So, if you booked a December 2023 stay, those banked points would have expired.

If you want to book a stay in December 2023 that requires 3 years of points, you'll need to use banked 2022 points, current 2023 points, and borrowed 2024 points.

The way to think about it (for all use years, not just Dec), is: what use year does the trip actual fall in? For a December 2023 trip, that falls in your 2023 use year (a Nov 2023 trip would fall in your 2022 use year). That use year becomes the center of the 3 years of points you can use. So banked 2022, current 2023 and borrowed 2024.

In this case, those banked 2021 points have to be used by Nov 30 2022, and will be unavailable for that Dec 2023 trip.

Keep in mind that there are borrowing restrictions in place, so you'll only be able to access half of that borrowed UY (under current rules - which will hopefully change in time for your plans).
