you don't have to repurchase the songs but it is kind of annoying... if she gets a new ipod she has to sign in on her regular old itunes account that was on the old ipod then she will be able to download any songs she previously purchased on that account for free... it won't say it is free until you click to download and then it will say you have already purchased this item with this itunes account would you like to redownload it... you have to make certain that the songs are the exact same songs that she originally purchased some songs have different versions you can only get the version you had in bought in the first place.
trust me i know my ipods we have 4 touchs in my house and i just had to switch them all over to new computers and get all my songs/ softwear to go with them... also this works the same for any applications, ring tones for iphone, movies and videos. only a couple of times have i been recharged and that was because i chose the incorrect version of the song.
