Yes, you can purchase the dining plan with an interval exchange.

When you exchange you have to pay an extra fee to disney. (95US$) Your conformation package has information on page two about this and gives you the number to call for questions about the dining plan and magical express airport services.

We are doing this in December and hope to add it to a January ressi as well once the prices come out
