Can you get 1 meal and share it on the dining plan? We are going to via Napoli and can we just share the small pizza and save a credit for another restaurant like Tony's where we can share the chicken parmasean. We aren't that big of eaters and I hate to have so much food go to waste. We would buy an appetizer or dessert.

Via Napoli is one of the few places on the DDP where you cannot "share" - meaning you cannot use one credit to feed multiple people. When at VN, each person must use a DDP credit while dining there (or pay OOP for an entree). So, sadly, no you cannot order an individual pizza and share it between two (or more) people and use only one credit. Most other dining venues allow for sharing (i.e., using one credit to feed multiple people on the same dining plan).

Likewise, you cannot "share" at buffets (e.g., Chef Mickey), family-style/all-you-care-to-eat restaurants (e.g., 'Ohana), fixed priced meals (e.g., CRT), dining shows (e.g., HDDR), or dining packages (e.g., Fantasmic dining package).

At most places yes you can share. I believe Via Napoli is one of the places very strict on everyone using their own credit so you are unable to share.

Not at Via Napoli. They will not allow two people to dine on one credit. You will have to spend a credit as well.

You also cannot share at buffets, AYCE family style restaurants, fixed price restaurants (CRT or Akershus), dining packages (Candlelight Processional or Fantasmic) or dinner shows.

Pretty much any other a la carte restaurant will allow it. I understand the Kitchen Sink at Beaches and Cream cannot be ordered using dining credits at all.
