DDP refund to guests on our points?

Hey all! We're treating a family group of 16 in December and we're all on the DDP.

I've imposed a November 1 deadline to collect money for the DDP but one "branch" of the family is facing some serious health issues and might not come.

If they go ahead and pay by November 1st and have to cancel, say, with 2 weeks to go, can they get a refund?
 
Yes, Disney will refund the cost of the plan for any guests removed from the reservation.

What I might do is wait to add it until closer to the date--this way, if they do cancel, it is a matter of you refunding the money vs. Disney. You can add up to 48 hours prior to the trip.

That is unless they suddenly decide to change their policy from 48 hours to 4 weeks without notice and you are then unable to get the DDP. Highly unlikely, but with other recent happenings certainly not out of the question.
