DDP in DLR

It does, it's not called the same thing, but DLR does have a dinning plan.

The short story is that the majority of people in the parks in Ca are day trippers (locals), meals are not as important as they are to the vacationers (week long trips by people who live further than a day tripper) in the WDW parks.
 
DLR is set up very differently than WDW. WDW has a whole bunch of Disney owned restaurants as well as 4 parks. It's a city all unto itself. DLR is 3 hotels and 2 parks plus a whole bunch of good neighbour hotels owned by a variety of different companies. At WDW you have to stay at a Disney owned resort and buy a MYW package meaning buy your tickets with the room in order to buy the DDP (or QSDP or DxDDP). With only 3 Disney owned resorts at DLR and far fewer restaurants, it just isn't comparable.

You may be disappointed. Disneyland's dining plan is not the same type as the one offered at WDW. It's a vouchers for meals system instead of an electronic credit system, includes a set number of character meals - it might even be just one (for which you are assigned to a particular restaurant), and is basically just a prepayment program with very little or no savings realized.
