At Boardwalk Villas for certain (and I suspect all other resorts), handicap acessible rooms are near the elevators so not being on the first floor is not a big issue. I believe first floor rooms have a patio separated from the big outside with a thick planting of those plants with sharp pointy thorns to stop people getting onto your patio. They also stop you walking direct out to the pool.
All resorts and hotels are required by the Americans with Disabilities Act to have a certain number of accessible (handicapped) units. The exact number varies by the total number of untis in the resort - it works out to between 2 and 4% of the total number of units.
