DCL Transfers from WDW Resorts - Timing?

I've read a few posts about Resort to Cruise transfers and understand the following: Expect luggage collection from the resort room at 7am, then meet at lobby around 9:30 and depart around 10:00 for Port Canaveral. My question here is this:

What's the latest we could expect to depart the resort, and the latest we might expect to arrive at the port?
 
The bus may pick-up from multiple resorts or it may just handle your resort. If just your resort, likely the bus departs 9:45/10:00 and arrives at the Port terminal 10:30/10:45. If your resort is not the only one to be picked up by that bus, it could be 11:00/11:30 before the bus actually leaves WDW for the Port after picking up guests at multiple resorts, with arrival at the terminal 11:30/12:00. What time you actually board the bus may be anywhere between 9:30 and 11:00. It really just depends on how many guests need DCL Transfers that morning and from which resorts.
 
Since COVID all the transfers have picked our luggage up by 7:30a and asked us to be in the lobby by 8:45a. Frankly, I miss the pre-COVID 11AM pickup. Transfers back from the ship is 9:30a.
 
Something to be aware of is that Disney is very much trying to put a stop to these outside companies that meet you at your hotel. Many companies just received a cease and desist letter over the last day or two.

This is also my experience and I preferred it the old way too. This way you’re just waiting in the terminal for an hour.
 
I've been at the terminal by 1030 (2025) and also at the terminal closer to noon (2024) coming on DCL transfers. 2025 we were definitely the only hotel the bus stopped at. 2024 I'm not sure, but it could have gone to POFQ before going to POR?

Can you be more specific? Like they are trying to prevent transport companies like private towncars from picking you up at your Disney hotel specifically for transport for cruise departures?

Absolutely not that. They are trying to limit things like the makeovers that come to your room.

ETA- I realized I was posting in the wrong thread. I was thinking about the person who was talking about makeovers the other day.
