I was wondering for the restricted room rates does it stay similar cruise dates every year? I was wondering if I should book a December 9th fantasy or just wait to see if I can get it restricted. Thanks.

There's no real way to predict when DCL comes out with the *GT rates. They usually come out after the paid in full date for a particular cruise if the cruise hasn't been selling well.
