DCL reservations lines open during Frances?

Has anyone tried to call DCL reservations (not about rescheduling their altered September cruises) and gotten through? Are they open for general reservation questions/bookings? I haven't wanted to call and clog the line with mundane questions when there are more urgent questions out there. I want to ask about rates and upgrades for my October date (the good Lord willing) & am using DU but DU is closed over the weekend & of course for the Monday holiday. So I won't call to ask my general questions of DCL & can't reach DU until Tuesday am afraid I will lose an opportunity b/c I can't get through. Should I be concerned or not?

I don't know about DCL but WDW Reservations is closed for future reservations until Tuesday. I tried to call yesterday and they said it was closed and to call back Tuesday. Someone else was taking calls for reservations that were for this weekend only.

Due to the changes made to the sailings that were supposed to depart tomorrow, DCL asks that only calls concerning these sailings be made now and other questions and request be held until Wednesday.
