We are sailing the Fantasy in January and have stop in Tortola and St. Thomas. I am in a wheelchair and looking for excursion options for each port. I cannot use a tender and I prefer not to transfer from my chair if at all possible. We didn't see anything but maybe a city tour in St Thomas, wondering if anyone has any suggestions or 3rd party options?

Neither Tortola nor St. Thomas are typically tender ports, so you should dock right on the pier (of course, things can change).

If you haven't yet, take a look at the listings for DCL excursions in each port: https://disneycruise.disney.go.com/ports/overview/caribbean/. The "Know Before You Go" section of each port adventure will give details on accessibility. I don't have any specific suggestions for you, sorry. (You can also filter by accessibility at the top of the list.) I do see this one in St. Thomas: https://disneycruise.disney.go.com/port-adventures/st-thomas-st-john-us-virgin-islands-vehicle-tour/.

We are on this itinerary right now with my mom. There were not too many handicapped accessible options available. In Tortola, I couldn't find any ship handicapped accessible tours. So in Tortola we just walked around for a bit and pushed my mom in the wheelchair. There were people who were offering tours at the port and we were told that they could accommodate a person in a wheelchair but we didn't book end up booking anything in port.

In St. Thomas we booked a 2 hour tour through Disney that was called something like Island tour and shopping. Once on the ship, we received a message to go to port adventures to confirm that my mom could walk on and off the open air bus. It was really our only option to book. My mom did have to climb in and out of the shuttle. There was no way to remain in her wheelchair. The tour did make a few stops but my mom remained on the open air bus at a few of the stops which reduced the amount of times she had to climb in and out. We had two other parties with wheelchairs on our tour as well.
