Yes, if there are still higher category staterooms available you can 1st check-in and then head to the supervisor's desk to inquire about upgrade. Nobody can tell you exactly how much the upgrade will be until you are at port that morning, but it's some sort of scale based on category booked and category upgrading to. You can watch your cruise online to see if staterooms remain available up until 3 days prior to embarkation. Be aware that many cruises have not had any upgrades available so be sure to book a category in which you'll be happy cruising.
Well... upgrading from a 4A to Concierge should be less expensive than upgrading from an 8A . It will be less expensive than upgrading before you get to port, whether the upgrade price is "cheap" is up to you to decide. There is a thread around somewhere that was tracking port upgrade costs. That might give you an idea.
