DAS registration outside the park?

We have a short trip booked just for the Halloween party. Since we only have tix for MNSSHP and no regular park tickets we can't pre-register for the DAS. Am I able to register for the DAS at guest relations outside of Magic Kingdom or do I have to go to into the park to City Hall? I know I used to be able to register for DAS outside the park but didn't know if that has changed.
 
You may be able to request DAS at the Guest Relations outside a park, especially if it is not a busy rope-drop time when those locations need to deal with a lot of ticket issues. It also depends on whether that location has an iPad to do the picture; sometimes they don’t and will send guests into the park for DAS.
 
We were there last week and had several things we wanted to do at GR including renew a DAS. We were told that the agents were only handling ticket issues and to go inside to GR. They actually walked us away and to a ticket scanner to enter. This was about 20 minutes after park opening.

I would suggest you just enter at 4 pm as your ticket allows and register inside. It should be less busy then. I was told any Blue Umbrella can issue it and at MK there is a GR in Liberty Square (next to Sleepy Hollow) that we usually get it at now.
 
When I needed to renew my DAS in October, we only had a Halloween party ticket that day before we started using our 14 day tickets later in the week and so when we entered at 4:00 I went to try and do it at City Hall but they redirected me to the Blue Umbrella GS cart on Main Street from there and I was able to do it there no problems. Took a couple of minutes and the woman I spoke to even offered to book a ride for us straight away.
 

Thanks for the replies! We planned on taking the bus from our resort to MK and exploring the monorail resorts before the party. I will stop by guest services outside the park on our way from the bus to the monorail and be pleasantly surprised if they can set up the DAS. I will add a stop to City Hall in our plans at the start of the party if that doesn't work out.

GS outside the park prior to park entry was always a lower stress option for me. I dislike the blue umbrellas only because on previous trips they didn't always seem to be in the same spot or if I had a location I could rely on (like the one outside Galaxy's Edge in HS) they sometimes weren't staffed. Once I am in with crowds and lots of movement of people, I have poor visual discrimination and can't distinguish details (such as a large blue umbrella stand) so for me, they can be hard to find.
