Curious why Fl res Discover Disney tix have blockout dates 5/27-6/9 at AK

We will be at WDW the first week of June and I was going to purchase the Florida resident Discover Disney ticket but I was told the only blockout dates for that ticket was the week we will be there and it's only for Animal Kingdom. The cast member I spoke with was not sure (or wouldn't tell me) why. Anybody have any insight why?
