Yes, you do need park tickets to eat at Crystal Palace.

Yes. That applies to any of the restaurants that are located inside WDW theme parks.

There are no 2-hour passes for dining at WDW, sorry. If you want to be inside a theme park for any reason - dining, shopping, BBB appointment....you need a regular MYW ticket.
