Can you make dinner reservations at Crystal Palace if you are not attending the party, if so what is the
latest ADR you can make?

Yes, you can. Hours are posted on the CP page. I think it is 5:55PM latest.

Check the Crystal Palace dining reservation page for the night you are interested in. It will list the hours for dinner and the latest for which you can make a reservation if you are not going to the party. On a party night it will list a second set of dinner hours with the notation "Special Ticketed Event" under it. For example, I checked Nov 29 and it lists dinner as 3:15 - 6:30, and 7:00 - 8:00 Special Ticketed Event.
