We are planning on going to Universal Stuidos and IOA for the first time between Dec 21 and 25 of this year. What should we expect for crown level those days? Seems like based on what I have read if we go on the days before the 25 we will be ok without the Express Pass, do you think that is accurate? Also what should we expect for crowd levels if we decide to go on Christmas day?

Up until and including the holiday, crowds are manageable. Whether you need an EP is really up to you but I would suggest waiting until you get to the parks to see what the lines are like before committing. Crowds get really nuts starting 12/26...you really don't want to be there then.
 
You could check the price of express passes for you dates and then compare them to the price between Christmas and New Years (as well as a weekday, earlier in December) to give you a sense of how crowded they expect to be, as the price of the express pass increases (a lot) during the busiest times and days.
