Criminally insane killer goes missing after a field trip to the fair

So, they take criminally insane people on a field trip.
The hospital does not get permission from the fair people. Do they have to get authorization?
They allow one of the patients to wander off.
They wait almost 2 hours before bothering to tell anyone.


To me, it sounds like they helped this guy escape.
 
They say it could be between 48 hours and 2 weeks before his meds wear off. Who knows how much money he had with him so depending on that will depend on how he's traveling. If he had no money, chances are he's out there hitchhiking with unsuspecting drivers. He had already escaped ONCE during a field trip a few years back and when he was captured managed to knock a sheriff out cold. Um, hello WHY ARE THEY LETTING THIS PERSON OUT???? I'm currently alone, housesitting for someone with no locks on their doors. I do have a gaggle of dogs, but still....

Who knows how far this guy can get? He could very well be far away where people aren't even aware of his escape. I think I'm safe in Canada but who knows what this guy is capable of?
 
Exactly....until the meds wear off. That's why someone who did something that violent shouldn't be allowed out of the facility.

Yes, what is going to happen when his meds wear off?

And that is the problem, isn't it? Was the murder a "random murder" or did he have a fixed delusion that centered around that victim? Any patient, whether they have a "benign" history or a violent one should be constantly supervised because their health and safety is as important as that of society. I have taken many patients on "field trips" and sometimes my attentiveness required that they be within 2 ft of me at any time. That is the responsibility of any health care worker.
 

Around here- he's the kind of guy that WORKS at the fair.... probably he's blending right in!

BTW- Who's idea to take a bunch of psycho murderers to the FAIR???

Hmmmm.....I live between Spokane and Sunnyside, in the middle of nowhere...note to self: Be very aware!!

Yep me too. So I made double sure that I locked everything up last night. Left the porch light on and the dogs slept with my youngest DS. My older DS just got moved into an apartment in Cheney so I told him to make sure he and his roommates were being a careful.

Just saw an article on CNN with Paul Nuemann who is a Spokane radio DJ (I actually know this guy). He said that Phillip Paul was a gifted artist and that he had spent many years as a volunteer at the hospital and had gotten to know him pretty well. He said he was a very gentle soul but he had never seen him off his meds. I just hope they catch the guy pretty soon...


ETA: now the authorities are saying it was a planned escape as he had a backpack with most of his clothes in it with him. WTH! How does he go on a field trip with a full backpack and nobody looked into it? :confused3

Apparently the crime was committed more than 21 years ago. If he had been able to get a manslaughter conviction,the chances of him having served his time and being out would be pretty good. Being crazy means the state gets to keep him for however long they determine to be appropriate.

Now they need to find out how something like this could happen.

And no more field trips for this maniac. I mean, honestly, this is the second time he's pulled this stunt, so clearly he can't be trusted.

Escaped killer recaptured in Washington state

(CNN) — A legally insane killer who escaped in Washington state during a field trip to a fair was recaptured Sunday, the Yakima County Sheriff’s Department told CNN.

Phillip Paul eluded a massive manhunt in that began after Paul escaped in Spokane County, Washington, on Thursday. Though Paul had been confined in a mental institution because of a murder confession, he was allowed to be part of a trip to a county fair Thursday.

Paul, 47, escaped from the fair around noon, which prompted the manhunt and brought criticism from many, including state government officials. Sheriff’s officials told CNN affiliate KREM-TV that Paul also escaped briefly in 1991 and assaulted a law enforcement officer.

A review has been launched of the policy that allows patients to take trips, said Susan Dreyfus, secretary of the state’s Department of Social and Health Services. Dreyfus said she was concerned about Paul’s escape and another recent brief escape by a patient at a different local mental facility.

Paul was committed to Eastern State Hospital after admitting he strangled and slit the throat of community activist Ruth Motley in 1987, KREM-TV reported. According to court documents obtained by KREM, Paul believed Motley was a witch and killed her in response to voices in his head.

With the brutality of the crime, I think it would have been more likely for him to get the death penalty than for him to get off on manslaughter. He should be in the institution for the rest of his life. I'm just glad they caught him, although I have doubts about sending him back to the same institution he has escaped from more than once.
