Yes that is correct. No word has been heard to my knowledge that it will be brought to Disneyland at any point.

Bummer!!! Is the Halloween party at DL?

Yes, MVMCP is only at WDW. At this time, the holiday decorations, parade, and (usually, but not this year) holiday fireworks are available for all guests at DL without an extra party ticket required.
Mickey's Halloween Party (different from MNSSHP) is at DL. There were 17 parties this year, with the last one on 10/31.
