Is Disneyland Resort requiring proof of vaccine and masks as of today, for the parks or hotels?

No, they are not currently doing any of that. Masks are still recommended for unvaccinated guests indoors, but there are no requirements. They never checked for proof of vaccination status as that was not mandated in Orange County (it was in LA County and thus at Universal, but I do not believe that is still the case).

They never required vaccinations for guests, but as of now, all employees have to be vaccinated.

Masks have been optional for quite a long time.
 

Masks are still required inside First Aid and (I think) the Baby Care Centers.
From the DLR website today, 5/25/22:
Face coverings are required for all Guests (ages 2 and older), regardless of vaccination status, in certain indoor health settings, such as in First Aid. Face coverings are optional for Guests in outdoor areas.
