I will be going to Florida in a few weeks and was planning on checking out Publix while I am there. Is there a shoppers card to sign up for? and if so, do you think they will let me sign up for one since I don't have that store in my area?

Publix doesn't have a shopper's card, but they do have one for Upromise savings if you use that program.
But...they do accept competitor coupons (at least at my mom's store). She recommends on your way in, check at customer service to make sure it's a company wide policy and not just her store being nice.
