Counter service at hotels if you’re not a guest

Can you go to hotel counter-service restaurants yet, if you’re not a guest of that hotel? I just tried to order at the Contempo Cafe and a message comes up that only Contemporary and Bay Lake Tower guests can order. Is this correct?
 
I am curious to this as well. We would love to order from Poly CS during our July trip. I had heard they were only allowing hotel guests for now.

Yes, this appears to be true. I just tried to order via the app and a pop up comes up saying mobile order at contempo is for guests only. Looks like that's the only restaurant that has that. Just tried GF and Poly and they allow mobile orders. I think if you are at the contempo and really need to eat, you can walk up and order but just like the other WDW restaurants, they are trying to avoid walk ups. If they did ask if you were staying on site, you could always monorail over to Poly or GF to eat. But in reality, I don't think anyone is missing anything, the food at Contempo isn't that great anyway.

After the pop-up, I was able to continue to make an on-line order, so I was unsure. I'm at home, not at WDW, so I didn't complete and pay for the order. Hence, my question to those who have been there recently or are there now.

They don't want people using the Contemporary as a drop point for MK access. Which is completely fair.
 
Sorry, I am also at home. Stalked a few of the bloggers I follow and it shows you can place the order but depending on how you arrive at the resort, you may not be able to get in to pick up your food. So if you plan to place a mobile order and drive to CR, you may be rejected. I suspect that if you walk or monorail over you will have no issues. Granted things change day to day, but there are no reports of any non guests being turned away at the monorail or lobby entrances. Our last visit to CR was August and we walked in with no issues. And there is no way WDW mobile ordering has integrated whether or not you're staying at a particular resort. The IT developers at disney aren't that advanced :)

They were a few weeks were they were turning people away from the Riviera if arriving via Skyliner, but as of last week it wasnt happening anymore at least.

Wow, I hadn't heard that. What's crazy is one day something happens and the next, it's like it never happened. I think this is one of those instances that something can change in a nanosecond, and it can go rogue for one person out of 1000.

But as a previous poster mentioned. I think they're trying to discourage people from parking at the CR and are hoping that pop up does just that so people don't circumvent the rules.

I think you got it right! I'm asking for a friend who really likes to eat there and will be staying on property using Disney transportation. I think she will be able to get her order. Thank you!

how were they verifying whether or not they were guests coming off the skyliner? There has never been any instance I have ever heard of where people have been turned away after arriving on Disney Transportation.
 
From all I have read trying to mobile order CR/GF hasn't been letting non-guests do so, this is most noticeable in the mornings. If you arrive via Disney transportation and you are on site, then you might be able to place an order. This is as @FCDub posted, trying to prevent the Uber/Lyft drivers from dropping people off or having people park their cars and walk to MK. Disney figured things out and shut those options down.
