For the description for this port excursion it says:
  • At the conclusion of your program, you can view photos before enjoying free time to explore the shops and pool inside the port of Costa Maya.
  • Return back to the ship at your leisure.
Is this still the case with Covid protocols and unvaccinated minors? I’ve speaker to two different Disney Cruise CMs. One said no and the other said once you’ve gotten off the ship no one is going to check to see what you’re really doing.

Anyone have any first hand experience? I just don’t want to pay $300 to go see a dolphin for 30 mins and then be walked right back to the ship.
 
Do you have unvaccinated kids with you? That may be the difference in the two answers. On the Bahamas excursions they were super strict about not allowing to mingle after the excursions, but this is Mexico.

It says you can shop after in the description, maybe you can ask on the boat at the excursion desk? If they change the activity (I e. no shopping) then you should be able to cancel.

At Costa Maya, the dolphin "excursion" is inside the port area. I suppose they could walk you back to the ship but is is only around about two buildings. Port certainly isn't going to enforce a ship bubble (Mexico) inside the port. The tour operator could, but doubt they have the personnel to wait for folks to get pictures and escort small groups back to the ship.
