Yes you can upgrade a 14 day ticket to an annual pass
It's not always the most straightforward process though - try a couple of different places to get prices then take the lowest![]()
I was hoping I could do it at guest services..do I need to do it here before I go.?
I did it July 2012, not the easiest thing to do, different prices at each guest services.

No - it can only be done there. You can do it at any ticket window or guest services location but see Wayne's post as it's not always easy and you will get different prices!

No, ours was done towards the end of the holiday, they then used the later purchase date as the start date for the AP. Only thing is if you enter a water park or goto DQ you have to upgrade to Premium AP, don't enter them and you can upgrade to a regular AP.
You can email Disney but never heard of anyone getting a positive reply, they will probably just say you need to goto guest services.
It needs to be unused or within the 14/21 day usage window.
We've done this twice now. Both towards the end of the vacation. Interestingly we had used the water park option both times but were still able to upgrade to the standard AP. With the DVC discount I think it cost $30ish and $50ish each.
We've done this numerous times and the only place they had a problem doing it was at DTD, the guy couldn't do it and told us it couldn't be done, we asked for a manager or supervisor and he went in the back and came back out with instructions on how to do it, the easiest place we've experienced is Hollywood studios.
It obviously really depends on which CM you get rather than the location. We have also done this several times towards the end of the holiday but have usually found DTD to be better informed and geared to a smooth conversion. Last year we asked at Hollywood Studios and they didn't seem to have a clue, (we were in there for ages but it was tossing it down outside so we didn't mind).![]()
