They won't let you drive in for it. You would have to park at TTC or take Disney transport.
They have sometimes restricted orders to people staying at CR/BLT as well, so it would also depend on timing.

We have rode the monorail over to CR and ate there lots of times. Even if you don’t mobile order you can from the counter. You will not be able to park at CR.
