Considering purchase - ? about booking

Hey all. Haven't been here in a while. We were trying to purchase in fall 2015 and had ROFR exercised on our VWL offer. Then we moved and had another baby so things got sidetracked ;) We're back to scoping out contracts now.

Anyway... I went to the WDW site yesterday to compare their pricing on villas for October or December 2018 but wasn't seeing availability. Maybe a dumb question but it got me wondering... how does WDW balance members booking through DVC and non-members booking directly through resorts? Do members get first dibs at their 11 month window and then the resort can start booking for non-members? If so, is there a specific window when that opens up for the resort to book? OR does the resort just always have a set number of rooms available for them to book for non-members?

Not a huge deal, but when considering a DVC purchase it's good to know whether we'd actually have the top booking priority or if we'd be up against resort direct bookings as well.
 
The room inventory that available on points is separate from any rooms available on disneyworld.com.

If a DVC room is available on disneyworld.com, it could be from many reasons:
1) DVD (the developer) retains a small ownership of points (up to 4% of the total points) at each resort
2) DVD gets points back by ROFR and foreclosure
3) a member uses their points for a Disney cruise or non-DVC hotel at Disney or elsewhere.
4) a room was unreserved at 60 days from check in.

Aha. Very helpful and to the point. Thank you! Good to know the resort could only hold up to 4% of the total points. Not too concerning then.
 
For DVC resorts that are not yet "sold out", there are also points associated with inventory not yet declared into the condo association which the developer still owns.

At Copper Creek (new DVC at WL & seperate from VWL), a large portion of the resort is undeclared and those rooms can be made available on disneyworld.com.
