There is no guarantee, depends on what needs to be done. As mentioned, they tend to be within a few hours after it opens, so get their pretty early to watch, and be prepared to wait around as some of the prep work takes place back stage.
You can check at Guest Relations when you enter the park to see what, if any, things are going on that day and when. But yes, the vet procedures are in the mornings so you might want to head back to Rafiki's Planet Watch when you first get there (or around 9) and then enjoy the other exhibits at Conservation Station until the procedures start.
