It's a great political 'hot potato' - the government like's for us all to be 'equal' and anything that can be described as a 'two tier' system is heavily criticized.
The grammer schools are/were accused of providing the good students with a great education at the expense of those other students who didn't get in, and ended up at a mediocre high school. Around here we haven't had grammer schools for 30+ years, but my mum still carries with her a great stigma because she failed her 11plus and went to an ordinary school.
I'm not sure I agree with the 11plus exam system, it seems a little unfair to judge a child's whole future on 1 set of exams, but on the other hand, trying to take a "one school fit's all" approach, doesn't seem to do anyone any favors either, so I am not really sure what the correct approach is.
