I think my reasoning is correct, but want to confirm before my trip in a couple of weeks.

If I book a LL for a ride and can't make it to the ride, I can cancel as long as the window hasn't expired and reserve same ride later in the day?
What happens if I'm not able to cancel the ride, can I still book it again later that day?

For example, I book HM for 10:00 (I believe it's an hour window). What happens if I can't ride it and I cancel at 9:30? What happens if I forget to cancel but just don't ride it?

And yes, I know if I'm not going to ride I should cancel to open the spot up to someone else. I'm not intentionally planning to not use my time slot, just trying to figure out the repercussions.

If you miss your window without canceling, it counts as your one-time and you cannot book it again that day. If you cancel before or during the window, it doesn't count.

Watch out for the 2 hour wait window though. I cancelled a LL for Jungle Cruise at Disney World a few hours after booking thinking I could turn around and rebook at a different time but I was blocked by the 2 hour wait time rule as I had a LL booked for another ride and still had 90 mins left before I could book my next ride. It didn’t matter that I had waited 2 hours from booking the JC that I had cancelled.

Yup, this burned us one time! We were kind of hemming and hawing about what ride to choose for our next LL and I cancelled one 45 minutes after I booked it and was able to book another one but it reset my booking time for 45 minutes later so I was really kicking myself! A way to modify would be amazing because basically anytime you cancel, you're taking a gamble!
