Cross the boarder at Niagara to head to the airport in Buffalo.
Adults need passports, kids need birth certs and we'll need permission to travel letters from their parents (taking my nieces with us)
For the flight, adults need photo id (passports can be used again), and kids don't need id at all?
If this is true, there will be 9 kids who don't need passports and we've just saved ourselves $500ish!

From the Canadian Government Website:

Minor children 15 and under travelling by land or by sea may enter Canada with a valid passport or their U.S. or Canadian birth certificate.

We strongly recommend that children travelling across the border carry a consent letter proving they have permission to travel from every person with the legal right to make major decisions on their behalf, if that person is not accompanying the children on the trip. For example, children travelling alone, with groups or with only one custodial parent should travel with a consent letter. Please visit the travel.gc.ca website to download a sample letter of consent.

From the US site:

As of June 1, 2009, U.S. and Canadian citizen children under age 16 arriving by land or sea from contiguous territory may also present an original or copy of his or her birth certificate* (issued by the Vital Records Department in the state where he or she was born), a Consular Report of Birth Abroad, a Naturalization Certificate, or a Canadian Citizenship Card.

If you are flying over the border, everyone will need a passport…but the way you're describing birth certificates and travel letters (should be notarized) are fine.
